Mission and Objectives

The Legislative Decree No. 21, issued in 2002 provided for the creation of the Ministry of Expatriates in the Syrian Arab Republic embodied the political leadership interest in the Syrian expatriate children all over the world, and its devotion to strengthen their ties with the homeland and their effective involvement in the process of the overall national development, this is because it considers them ambassadors for their homeland and its issues as well as a source of wealth and power with their high intellectual, scientific, economic and cultural potential.

This decree launched the ministry’s work in serving and caring for expatriates’ affairs and deepening their ties with the homeland, being a channel of communication and interaction between the expatriates and all the sectors in Syria.
The ministry raised the slogan “Partnership with Expatriates toward Development” as a title for its work and set the following objectives:
- Developing the ministry’s capacity to serve expatriates.
- Mobilizing expatriate resources to support the overall development.
- Promoting cultural exchange around the world through the Syrian expatriates.

Mission and Tasks:
The basic system of the Ministry of Expatriates identifies its mission and tasks as the following:
1. Representing the Syrian Arab Republic in all the activities and international conferences related to expatriates.
2. Working in cooperation and coordination with the related public sectors in Syria to facilitate the communication between expatriates and their relatives in the homeland, and maintain this communication with the future generations.
3. Supervising expatriates’ cultural, social, economic activities abroad, to preserve their national identity and nationalism in conformity with the laws and regulations in force that are being worked according to in Syria and the host countries.
4. Collecting information and data related to communities and expatriates such as population, geographic distribution, scientific, cultural and financial qualifications, and their economic, social and political roles.
5. The responsible use of local and international information networks and databases for the development of a modern and renewed information management system that allows both the ministry and expatriates to interact directly and exchange useful information and that gives opportunities for interaction and communication.
6. Preserving the cultural, social, economic unity of expatriate communities abroad.
7. Encouraging expatriates’ investment in Syria.

Plans and programmes:
The Ministry of Expatriates has formulated its programmes for the current phase of work within the framework of the Tenth Five-Year Plan of the country (2006-2010) according to a detailed work methodology that identifies the executive activities and the timeframe to achieve these programmes. The ministry carries out these programmes in cooperation and coordination with other ministries and institutions in Syria. The most important programs in the current stage are:
• Developing the administrative and institutional structure of the ministry and the quality of services provided to expatriates.
• Caring for expatriate youth and enhancing their ties with their homeland and Arabic identity, this is through special programs such as expatriate youth forums, Arabic language learning programmes for the second generation, establishing the Syrian Expatriate House as a host for expatriate activities in Syria, and activating the work of Syrian schools abroad.
• Launching the national campaign for building expatriate database that aims at determining Syrian expatriates statistics around the world, and at drawing the map of the Syrian expatriation with its potential and capabilities, to facilitate the communication between the expatriates and the homeland, and develop the expatriate work programmes on the one hand, and contribute to the overall development process in the homeland on the other.
• Developing and activating the work of the expatriate associations and their organizational structure.
